Mark is a Filipino immigrant and lifelong Chicagoan raised on the city’s North Side. A graduate of Loyola Academy, The University of Illinois at Chicago, and The John Marshall Law School, Mark has dedicated his career to public service and the fair administration of justice.
Mark has served the people of Cook County as a prosecutor with the Cook County State’s Attorney’s Office, bringing over one hundred cases to trial, including numerous jury trials. He has also represented working families as a criminal defense attorney, ensuring access to quality legal representation regardless of income.
His public service extends beyond the courtroom. Mark served as Associate General Counsel for the Illinois Department of Public Health, enforcing laws that protect vulnerable populations, and later as a Supervising Investigator with the Civilian Office of Police Accountability, overseeing investigations into the most serious uses of force.
In 2019, Mark became a sworn officer with the Illinois State Police, where he trained cadets, reviewed use‑of‑force incidents, and was selected to train international law enforcement officials through the U.S. Department of State. Mark also served on a federal law enforcement anti-corruption task force with the Federal Bureau of Investigations.
Today, Mark has returned to the Cook County State’s Attorney’s Office, prosecuting felony cases once again. His rare combination of experience—as a prosecutor, defense attorney, investigator, and police officer—gives him a balanced, practical understanding of the justice system and the judgment needed to serve as a Circuit Court Judge.
